On March 14, the 2026 Shanghai Global Investment Promotion Conference opened with a main promotion event at the Shanghai East International Business Cooperation Zone. Chen Jining, Secretary of the Shanghai Municipal Party Committee, attended and delivered a speech, while Gong Zheng, Deputy Secretary of the Municipal Party Committee and Mayor, gave a keynote promotion. The Chief Executive Officer of Sino Biopharmaceutical Limited (1177.HK), Chairman of CTTQ Pharma, and Chairman of Beijing Tide Pharmaceutical was invited to attend and delivered a speech titled "Shanghai Connects the World, CTTQ Creates the Future" at the Cooperation and Exchange Meeting themed "Gather in Shanghai, Create a Common Future" for Enterprises from Hong Kong, Macao, Taiwan, and Overseas Chinese with Shanghai Enterprises. 

In his speech, Chen Jining stated that this year marks the beginning of the "15th Five-Year Plan." We will follow the grand blueprint for Shanghai's development drawn up by President Xi Jinping to accelerate its transformation into a modern socialist international metropolis with global influence. We will focus on creating a first-class business environment by optimizing the layout and upgrading the capabilities of the free trade zones, pioneering trials in areas such as expanding the opening-up of the service industry, deepening trade facilitation, and cross-border data flows, expanding the "approval-free and direct-access" approach to business-friendly policies, optimizing financing services for small, medium, and micro enterprises, and improving mechanisms for investment promotion and corporate services, while deepening the development of comprehensive service platforms for "going global." We will focus on creating a first-class innovation environment by continuously improving the sci-tech finance service system to provide comprehensive financial support for the continuous growth of all types of enterprises, strengthening the construction of proof-of-concept centers, pilot-scale validation platforms, and high-quality incubators, accelerating the cultivation, opening, and large-scale application of key scenarios, improving the effective mechanism of government procurement to support technological innovation, and continuously strengthening intellectual property protection. We will also focus on creating a first-class consumer environment by encouraging innovation in consumption models and business formats, striving to make Shanghai a city that is more livable, business-friendly, and ideal for tourism and shopping. 

In his keynote promotion on Shanghai's investment environment and opportunities during the "15th Five-Year Plan", Gong Zheng said that Shanghai is embracing the world with an open mind, pioneering the future with innovative thinking, and seeking common development with an inclusive spirit. We will follow the strategic positioning for Shanghai's development set by President Xi Jinping, focus on accelerating the construction of the "Five Centers," and concentrate on cultivating and developing new quality productive forces, striving to create new advantages in manufacturing development and activating new momentum for the development of the service industry. We will focus on deepening high-level reform and opening-up, and on enhancing the modernization of urban governance, making every effort to build a beautiful Shanghai that offers a high-quality and livable life, is green and low-carbon, and is a safe and resilient city. 

Mr. Eric Tse pointed out that Shanghai is a hub for international innovation resources and high-end talent, as well as an important base for Sino Biopharmaceutical Limited to focus on innovation and R&D upgrades. It is expected that in the first half of 2026, CTTQ Pharma's global R&D headquarters in Minhang, Shanghai, will be officially launched, where more than ten blockbuster products in the oncology and autoimmune fields will accelerate their incubation. Leveraging CTTQ Pharma's advanced production bases for APIs, chemical drugs, and biologics in Jiangsu, Sino Biopharmaceutical Limited will further promote full-chain collaboration across R&D, production, and sales between the two locations, creating a benchmark project for the integration of the biopharmaceutical industry in the Yangtze River Delta. 

Shanghai is the best base for enterprises to "bring in" and "go global." Sino Biopharmaceutical Limited has established deep cooperative relationships with numerous medical and scientific research institutions and leading enterprises in Shanghai, and has established the RMB 1 billion Sino Biopharm Leading (Shanghai) Private Equity Fund with Pudong Venture Capital. With the support of the Shanghai Municipal Science and Technology Commission, it also plans to initiate the establishment of the Shanghai Biopharmaceutical Enterprise Internationalization Development Alliance to build a multi-center clinical mutual recognition system for the Asia-Pacific region and "Belt and Road" countries. Representatives from nearly 500 well-known Chinese and international enterprises, relevant business associations, investment institutions, global investment partners, heads of universities and research institutes, and officials from relevant Shanghai municipal departments, districts, and key industrial parks attended the event.
