"2025 Science and Technology + New Quality Productive Forces Summit" Held in Hong Kong, Attended by Ms. Cheng Cheung Ling and Mr. Eric Tse Who Delivered Speeches

On December 16, the "2025 Science and Technology + New Quality Productive Forces Summit", organized by the Hong Kong China Friendship Association, was held in Hong Kong. Mr. Chan Kwok-ki, Acting Chief Executive and Chief Secretary for Administration of the Hong Kong Special Administrative Region; Mr. Yonggang Luo, Deputy Director of the Liaison Office of the Central People's Government in the HKSAR; and the President of the Hong Kong China Friendship Association and President of CP Pharmaceutical Group, among others, attended and delivered speeches. The Chief Executive Officer of Sino Biopharmaceutical Limited (1177.HK) delivered a keynote speech titled "Biopharmaceuticals: The Health Revolution and Industrial Wave under New Quality Productive Forces".

 


The summit attracted over 300 renowned entrepreneurs, prominent scientists, and scholars from nearly 20 countries and regions. Other distinguished guests included Mr. Yongsheng Li, Deputy Commissioner of the Commissioner's Office of China's Foreign Ministry in the HKSAR; Mr. Zhixue Wang, Deputy Director of the Political Work Department of the PLA Hong Kong Garrison; Mr. Dong Sun, Secretary for Innovation, Technology and Industry of Hong Kong; Mr. Frederick Ma Si-Hang, Chairman of the Hong Kong Trade Development Council; and others. Mr. Chang Lih Kang, Minister of Science, Technology and Innovation of Malaysia, delivered a speech via video. 

 


In his speech, Mr. Chan Kwok-ki stated that Hong Kong has been vigorously developing its innovation and technology (I&T) ecosystem in recent years. The I&T layout is centered around "three major I&T parks and five major R&D institutions", aiming to connect upstream, midstream, and downstream synergistic development to create a complete innovation ecosystem. In addition to the continuous development of the Science Park and Cyberport, the Hong Kong park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone will soon be operational. This, combined with the recently announced "Conceptual Outline of the Development Plan for the Innovation and Technology Industry in the San Tin Technopole", will further strengthen Hong Kong's position as an international I&T hub. Mr. Chan Kwok-ki mentioned that the HKSAR Government will establish the Hong Kong Institute of Artificial Intelligence in 2026 to guide and support the innovation and application of artificial intelligence technology, injecting intelligent momentum into economic and social development. 

 


Mr. Yonggang Luo emphasized that Hong Kong has unique advantages in "developing new quality productive forces according to local conditions", which can also provide strong momentum for the city's high-quality development. He pointed out that developing new quality productive forces in Hong Kong requires concerted efforts and joint participation from all sectors. This involves cooperating with the HKSAR Government to strengthen collaboration with mainland provinces and cities as well as overseas enterprises, jointly developing strategic emerging industries, cultivating future industries, comprehensively promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area as an international science and technology innovation center and a high-level talent hub, fully supporting the development of the Northern Metropolis, and injecting new momentum and vitality into Hong Kong's accelerated development as an international innovation and technology center. 

 


In her speech, Ms. Cheng Cheung Ling stated that AI is redefining the connection between humanity and the world. She hopes the forum will promote cross-disciplinary collaboration, allowing everyone to find points of convergence for win-win cooperation. The conference will officially establish the "International Medical Investment and Transformation Association", focusing on fields such as medical health, life sciences, and digital health. It aims to connect research, capital, and industry forces to help elevate the overall medical standards in the Asia-Pacific region, along the Belt and Road, and even globally. She believes that developing new quality productive forces is a race for the future. The Hong Kong China Friendship Association will, as always, adhere to its mission of "building Hong Kong, contributing to the nation, and connecting with the world", and continue to build high-level exchange platforms. 

 


From a biopharmaceutical perspective, Mr. Eric Tse introduced the health revolution and industrial wave within the new quality productive forces. He stated that China's innovative drug sector has entered a period of rapid development. Hong Kong can become a "super-connector" and "super value-adder" in the life and health field. By collaborating with mainland China, Southeast Asian, and Middle Eastern countries, it can jointly build a "multi-center clinical trial mutual recognition system for the Asia-Pacific and Belt and Road regions" to accelerate the simultaneous launch of innovative drugs in multiple countries and use this as a fulcrum to cover the global market more quickly. Mr. Eric Tse believes that the next decade will be a decade of cooperation. It is essential to unite multi-party forces, seize the AI technology revolution, jointly pioneer new industrial landscapes, and promote Chinese medicine on the global stage. 

 

 

 

 

 

 


Ms. Clara Chan Ka Chai, CEO of the Hong Kong Investment Corporation Limited; Professor Xiang Zhang, President of The University of Hong Kong; Professor Dennis Lo Yuk-ming, President of The Chinese University of Hong Kong; Professor Qingming Luo, President of Hainan University; Mr. Zhihui Peng, Co-founder and CTO of ZHIYUAN ROBOT; and Mr. Junjie Yan, Founder and CEO of MiniMax, delivered keynote speeches successively. 

 


The subsequent roundtable forum was moderated by Ms. Bonnie Y. Chan, CEO of Hong Kong Exchanges and Clearing Limited, with the theme "The Core of the Hub, the Source of Momentum—How Hong Kong is Reshaping the New Financial Landscape of the Asia-Pacific". Panelists included Professor S. Joe Qin, President of Lingnan University, Hong Kong; Mr. Yagan Liu, Chairman and Executive Director of Industrial and Commercial Bank of China (Asia) Limited; Mr. Yiming Zhang, Managing Director of China International Capital Corporation Limited; and Mr. Chunbo Li, Chairman and CEO of CITIC Securities International Company Limited.
